Clarifications to the IOA SOPs and Code of Ethics
As a best practice, the International Ombuds Association’s Standards of Practice and Code of Ethics are reviewed every three to four years to address areas requiring clarification and to identify any gaps. A overhaul of the standards was approved in 2022 and the 2025 review was designated as a clarification review.
2025–2026 Review Process
To support this work, the Board of Directors convened a special short-term Limited Task Force from July through November 2025 to develop recommendations for clarifying revisions. We extend our sincere thanks to the Task Force* for its diligence, expertise, and thoughtful contributions throughout this process.
The Board then sought feedback from the IOA community between January and March 2026.
Stage One: Guided Review Session
The first stage consisted of a Guided Review Session held on 28 January 2026. During this session, representatives of the Task Force presented the proposed revisions and introduced the new Compendium.
Stage Two: Feedback Sessions
The second stage involved a series of Feedback Sessions designed to gather input on the meaning and interpretation of the proposed revisions, as well as their alignment with ombuds practice. These sessions were held on 6 February, 9 February, and 12 February 2026. In addition, Regional Advisory Council (RAC) leadership in Europe and Asia-Pacific facilitated opportunities for discussion within their regions prior to 1 March 2026.
Following the feedback period, the Board of Directors incorporated community input and developed the final proposed revisions. The Board is now seeking one final round of member feedback before the Standards of Practice are formally reviewed.
To review the final revisions and the Compendium, please see the blog post published on 16 June 2026.
